Authority Index measures the current public GraphState visible window, not every private or internal KELLY memory cell. A partial row is an honest traceability gap, not a failed cell and not a fabricated Court claim. The index is read-only and measures exposed authority fields only.
This matrix shows which visible cells currently expose linked proof, replay, settlement, calibration, and root evidence. Waiting means the field is not exposed in the current public window; it is not guessed.

The table below is the current visible window. To inspect a cell outside this window, paste a known memory cell ID and open its read-only dossier. The dossier will honestly say whether the current public window exposes that cell.
These controls filter the currently exposed public window only. They do not query private user cells or claim all Prime memory.
These rows are the exposed public window, not an all-time memory dump. Future paging/filtering can expand the window without changing the no-write boundary.
